Tuscarawas County Public Library Strategic Plan 2005-2009 Service Response #1: Basic LiteracyThe library will make basic literacy a service priority by offering programs, resources, and services to help people meet their individual literacy needs. BASIC LITERACY—ADULT DEPARTMENT Objective #1: The number of people using the library for literacy services will increase by 5% each year. Objective #2: The circulation of Adult New Reader (ANR) and “English as a Second Language” (ESL) Materials will increase by 5% each year. Objective #3: Literacy programs and services will be actively marketed to the community at least four times per year. Objective #4: Funding for library literacy programs will increase by 2% each year.
BASIC LITERACY—CHILDREN’S DEPARTMENT The library’s juvenile collection of literacy materials at the New Philadelphia location will increase by 30% within two years. The New Philadelphia location’s juvenile outreach programming to the schools will increase by 3% each year for five years. The New Philadelphia location will offer at least two literacy-related series in-house for children and parents each year. Each year, the New Philadelphia location will offer at least two literacy-related programs/workshops to adults who work with children (parents, teachers, daycare providers, home educators, etc.). Within one year, the library’s website will be developed to include basic literacy links for parent and teacher use. Within five years, the library will have plans for quiet study areas and tutoring areas at the New Philadelphia location.
BASIC LITERACY—EXTENSION DEPARTMENT
Within five years, a core collection of basic literacy materials will be established at each branch location. Within five years, each branch location will have a designated area for tutoring or learning in small groups. Within one year, each branch location will partner with local schools to offer at least one literacy-related program per year. Within two years, a collection of adult new reader materials will be purchased for the Extension Department and rotated among the branches to provide a constantly changing “browsing” collection for new readers. Objective # 5 The percentage of the extension materials budget spent on basic literacy materials will increase by a minimum of 1% per year until the annual amount reaches five percent.
