Use and Fees Policy

The Tuscarawas County Public Library subscribes to the principle of free access to library materials. In keeping with this principle, all materials loaned by the Tuscarawas County Public Library, at all of its agencies, including print, audio-visual and electronic formats, are free to registered borrowers in good standing.

Individuals living in our service area may register at no cost. Reciprocal borrowing privileges are available free to out-of district residents having a valid library card from any SEO member library. Others may be asked to provide a deposit before being allowed to borrow materials.

Charges are assessed for lost and damaged materials, and punitive fines are imposed for materials returned late. Borrowers who owe such amounts, or who keep materials past the due date, are not permitted to borrow anything more until these obligations have been met. There is no charge to reserve materials.

Books not owned by us may be obtained via interlibrary loans. If a lending library charges for an interlibrary loan, this fee will be passed on to the patron. The patron pays postage costs for interlibrary loan books at the current library rate.

Some items may not be removed from the library. These may be used here at no charge. Photocopies or printouts for that patron to keep may be made at a set rate per page. Photocopies of articles from periodicals not available here can be ordered from other libraries. These libraries' retrieval fee and per-page rate will be passed on to our patron, but no fees will be imposed by us.

All library services, including reference, outreach, books by mail, speakers and children's programming, are offered free of charge.
